Yo man this is Healslave, I dont have any account active atm, but I think I know the answer to Vamp's npc search (The 2.5m one) if you wanna try this out for some free adena.
Im fairly sure its one of the two npcs for the level 30 knight quest in skt, I think its the actual black knight thats up by the archery range/entrance to the quest dungeon in northern Skt, but if its not, then I think its the guy in the house on the west side of Skt.
Try talking to the black knight unpolied, if that doesnt work, try morphing into a black knight and talking to him again. I could very well be wrong, but the fact that Vamp said that your "race" has to do with the dialog and also that a "level 30" could easily get there tells me that he means black knight/lvl 30 quest guy. Try it out and lemee know.
